Even if he plays a blinder, right now the following Strikers/Forwards are better than him and/or in better form:

Harry Kane
Callum Wilson
Ivan Toney
Marcus Rashford
Bukayo Saka
Phil Foden
Raheem Sterling (bang out of form but will go, never let England down)
Jack Grealish (bang out of form but will go, carries a threat regardless of form)

Might have missed a couple.
Tammy Abraham is next in line after Kane and then it's a case of Wilson, Toney or Rashford. With or without my black and white goggles on, it's Wilson every time on current form.

Hasn't Abraham scored one more goal than Ollie thus far this season?!

As regards Rashford, I'd have thought he's pretty much a certainty; Toney would be the obvious back-up for Kane but, given his lack of game time in the last international break, not entirely convinced Southgate fancies him.

Oh well, six weeks off for Ollie to recharge (assuming Villa don't organise some sort of Winter tour) which will probably be better than going over there just to sit on a bench

I must admit, I hadn't realised he had been so short of goals as he has this season. One each then as it turns out, Rashford and Wilson.

Disappointing that we won't see Ollie in Qatar but seems that might allow him to return to his former stomping ground:
