No, it's the Brexit constituencies. The coalition that Johnson and Cummings assembled versus the "metropolitan liberal elitist establishment". Mind you, how 48% of those who voted can be called an elite is something I'll never understand.It is not Brexit per se that we are talking about here mind.

The problem with this strategy for Sunak is that his "Brexit constituency" is smaller than it was and opposition to it is larger. His policy is polling well among 2019's first time voters (aka red wall), but the Tory majorities there are small, and there are many other reasons for these voters not to vote Tory again.
At the same time his policy is polling badly in the blue wall, so the net result of this policy shift will still be negative I think.
