Not sure about that, it sounds like it depends on more of a community effort. Also, whilst the amount sounds big to the average Exewebber, it, really is not, for a community project.

When you stop and think about it, the chances of this scheme doing no more than being a political passing fancy, are high.

Still, go for it, nothing ventured, ....etc
