So hopefully City sell them from about Dec 9th

Unlikely as I don't think they would have time to be registered to be eligible to play. Don't they normally have to be registered by 12pm the previous day or something similar?

So Barnsley charge their own fans different prices depending on with they are STH / members?

No it is something Reading do and then offer the same deal to away fans
