The difference with rugby is the aim is to get over the oppositions goal line so any advance up the field is an advantage. The difference in football between a free kick, say, 50 yards out and 40 is negligible and only in certain positions would it benefit much. Also, would a free kick 27 yards out become a penalty?

The advancing thing was tried and was a waste of time.
